Millions of credit cards may have been exposed to fraud after a security breach at the big discount chains TJ Maxx and Marshalls, but the true extent of the damage is far from being tallied. Credit card-issuing banks across the country are scrambling to assess and contain the potential for damage to customers' accounts. It is not clear just how many customers who shopped at both discount stores are affected, but the number could be in the millions. The parent company of both stores, TJX, says hackers were able to access the portion of the chain's computer network that handles credit card, debit card, check and merchandise return transactions. The stolen information is from transactions made between May and December of 2006, as well as 2003....

House Democrats made good on one of their promises, restoring a budget procedure that the Republicans allowed to lapse in 2002 designed to restrain deficit spending. The procedure, known as "pay-go," shorthand for "pay as you go," basically requires that any new spending or tax cuts be offset by spending cuts or tax increases elsewhere in the federal budget. ....

Arizona has one of the highest number of identity theft cases in the country, and, this week, the Pima County Sheriff's Department has busted up an ID theft ring operating in the county. The department says four people stole IDs, credit cards and more, bilking more than 40 people out of a total of $100,000. Friday night Tabitha Spencer checks her mail outside her Eastside home. It's her first house: she used her good credit to but it. "I wouldn't want somebody to steal my identity, mess up my credit, you work really hard to get good credit," she says. But that's exactly what one of her neighbors is accused of doing. "I think it's sad. People have to be aware of what they mail and stuff," says neighbor Shari Corey....

Comerica Bank rolled out two new credit cards for small businesses in mid-October, a MasterCard Platinum Business Rewards Card and a MasterCard Business Travel Rewards Card, joining the ranks of issuers trying to capitalize on small business plastic. But as credit card rewards programs for small businesses mature, banks are finding that they come with drawbacks.Still, there is some upside. "If [issuers] weren’t getting benefits from small business credit card reward programs, they wouldn’t be doing it," said Chris Allen, senior manager with Dove Consulting Group Inc., a Boston-based payments consultancy. In general, small businesses spend two to three times more on rewards-based cards than those cards without rewards benefits. And more spending means more revenue for lenders, Allen said....

According to the "Precious Plastic 2007" report released yesterday by accountants PricewaterhouseCoopers (PwC), the average revenue per credit card has halved in the past five years. So, watch out, because credit-card issuers have plans to put cardholders under pressure! Credit-card firms have had to contend with three profit-bashing problems this year: the growing number of 'rate tarts' who surf their debts between credit cards which offer introductory 0% deals on transferred balances (PwC estimates that these deals cost card issuers £600m a year);rising bad debts, as over-stretched borrowers struggle to meet their monthly repayments in the face of ever-rising household bills; andbeing forced by the Office of Fair Trading to reduce their fines for late and missing payments and unauthorised borrowing; almost to a company, they lowered them to £12 per offence from the previous £20 to £25....

According to statistics from the People's Bank of China, banks have, to date, issued 20 million credit cards in more than 20 kinds on the Chinese mainland. There are 12 million personal card holders, accounting for one percent of the total population. Competition in the credit card market has intensified to its most fierce. More banks joined the war by launching series of new credit card products, particularly since the beginning of this year. For instance, China Everbright Bank, whose credit card center was just set up in the latter half of 2005, had issued 500,000 cards by October 10. This year alone, it issued seven kinds: Yanhuang, Sunshine Commercial, World Cup Theme, Zhengzhou Zhengda Garden Sponsored, Fu Card, Ruyi Sanbao and Golf UnionPay credit cards. The China CITIC Bank issued six products: AirChina, Magic Gold, CITIC Star, Southern Fund, World Cup and Student I cards....

Consumers have been cautious in making credit-card purchases but have enjoyed receiving cash advances, the latest Bank of Thailand (BOT) statistics show. Following a decline in August, total spending via credit cards fell 3.64 per cent in September to Bt59.3 billion. Though total spending fell - largely as a result of lower domestic spending - cash advances and credit-card spending abroad continued to rise. Domestic credit-card spending fell 6.4 per cent in September to Bt42.6 billion, while spending abroad rose by 2.5 per cent to Bt2.2 billion and cash advances increased by 4.6 per cent to Bt14.5 billion. Tarisa Watanagase, BOT governor-designate, said last week the central bank would soon announce a package of credit-card regulations as requested by the Credit Card Club....
